The year 2000 and development is still a problem. Distances are shrinking, the volume of communications is intensifying, frontiers are being wiped away and relations between human beings are becoming more direct. But poverty is growing, social and economical gaps between countries and individuals increase, AIDS spreads, life expectancy falls in certain countries, environmental insecurity, armed conflicts and the enslavement to money values grow. The conclusion is clear. It is crucial to rethink development as linked to human rights. The economy, society, culture and politics should be taken into account as a whole, not forgetting the environmental dimension. Producing wealth, however important it may be, is not the priority. It is undoubtfully over-ambitious to pretend exhaustive solutions. We can however start to foresee the response, to consider a new paradigm and ascertain its consequences in terms of governance and renewal of the economic thought.
